With around 15,940 offences per 100,000 inhabitants, Dortmund has the highest crime rate. Bielefeld recorded the lowest with 8,497 cases per 100,000 inhabitants (2014).

Taking Ruhr Mentality into Account During Investigations

“So fast as Düörpm” (Standard German: “as firm as Dortmund”) is occasionally invoked at festivities to describe the resilience, iron will, and steadfastness of the people of Dortmund. The phrase originated at the end of the 14th century, when Düörpm received a letter from the Archbishop of Cologne and the Count of Mark demanding submission, as Dortmund owed debts to the Archbishop. The citizens of Dortmund barricaded themselves within the city walls and repelled the attacks despite being heavily outnumbered. Among other things, they used what was then modern gunpowder artillery, thereby frightening off and driving away the attackers. With the assistance of the municipal administration of Soest, peace negotiations eventually took place, and in a settlement resembling a modern compromise, Dortmund made a “voluntary” payment of 7,000 guilders each to the Count of Mark and the Archbishop of Cologne. “So fast as Düörpm” could therefore also mean: as stubborn as the people of Dortmund.
